Investigations & Intelligence

Todd Harbeck, Chief Inspector

The Rhode Island Department of Corrections' Investigations & Intelligence Unit is overseen by the Chief Inspector and is comprised of two separate but distinct entities; the Office of Inspections and the Special Investigations Unit (SIU).

The Office of Inspections, sometimes referred to as internal affairs (IA), is responsible for the investigation into complaints or allegations of staff misconduct. The Office of Inspections provides testimony in disciplinary or other hearings, as required, and works closely with outside law enforcement agencies when violations of Federal or state laws apply.

The Special Investigations Unit (SIU) is responsible for monitoring and investigating any illegal or illicit inmate activity inside the Adult Correctional Institutions (ACI) which might compromise inmate safety, as well as staff or public welfare. SIU monitors and investigates gang activities and works closely with outside law enforcement regarding cases where inmate activity is occurring, or has occurred, in the public. SIU is also responsible for assisting in the tracking and apprehension of absconders or escapees from RIDOC custody, and when necessary, SIU provides testimony at disciplinary hearings.
