Policy Unit
The Rhode Island Department of Corrections (RIDOC) Policy Unit is responsible for developing, finalizing, and disseminating all new and revised Department-level policies and procedures and ensuring they are consistent with applicable rules, regulations and statutes. These policies and procedures address the operational management of the institutions, programs and field services. These documents are intended to guide staff in the operation, management and administration of its facilities and functional units. Policy Unit staff will also assist individual managers with the development of unit-specific procedures to assure that they supplement, but do not contradict, Department-level policies and procedures.

Notice of Proposed Rulemaking
These regulations are being amended with the purpose of promulgating rules and guidelines governing inmate correspondence and items entering facilities with attorneys, attorney agents and inmates at the RIDOC. The Department seeks to establish these amendments to enhance safety, security, and operational efficiency within its facilities. RIDOC is experiencing an unprecedented need for more efficient and effective measures to detect and address potential threats related to contraband. These materials pose significant risks to facility security and the health of both staff and incarcerated individuals. Utilizing mail scanners will allow the Department to strengthen its ability to detect contraband and prevent it from entering the facilities.
A public hearing in accordance with RIGL § 42-35-2.5, to receive oral testimony shall be held, at which time and place all persons interested therein will be heard. This hearing is subject to RIGL 42-46, Open Meetings.
